National Electric Power Regulatory Authority (NEPRA), Pakistan


Since its inception NEPRA (www.nepra.org.pk) is making all endeavors to strike a balance between all the key stake holders of the Power sector. It has been actively involved in setting standards and bench marks for steering the market towards an open and competitive environment in which all the players have a level playing field. NEPRA has prescribed rules, regulation, procedures, issued tariff determinations and enforced operational codes for steering the market towards an open and an efficient Power Sector.


Key Activities and Functions

  • Grant licenses to companies engaged in the provision of electricity generation, transmission or Distribution services
  • Determine tariff, rates, charges and other terms & conditions for the supply of electricity power services
  • Prescribe and enforce performance standards and prescribe investment standards
  • Prescribe feed for grant of licenses and fines for contravention of the act
  • Establish a uniform system of Accounts
  • Ensure continuous and efficient supply of electricity power services to the customers by the utility.

Key Strengths

Learning from experiences from around the world and adapting to the latest prudent practices is perhaps the key strength of NEPRA. Although being at the early stages of the reforms process, NEPRA has already

  • Determined a Multi Year tariff
  • Advanced to the Single Buyer Plus mode
  • Approved Bilateral Contracts between a buyer and a seller
  • Legal, comprehensive and consistent determinations, which have seldom been challenged in a court of Law.

It has also played a vital role in consumer complaint redressal and inter utility dispute resolution which speaks of its regulatory competence, transparency of procedures and confidence of the stake holders on the regulators. It has also withstood influences and pressures while giving its decisions

Focus of NEPRA In Future

The principle issue that NEPRA expects to face is that of the Capacity Expansion of the Power Sector in such a way that the fuel mix is not disturbed and also the burden of the price hike because of fossil fuel is kept at the minimum with regards the end consumers.

Besides tariff determinations for upcoming Hydel and Renewable is also an issue which will effect the power market. NEPRA seeks the help of members from SAFIR community on any information on project costing and calculations on prudent returns in this regard.
